Those ads were used to spread word about Fallout 3, a vision of what will happen when Obama is elected Supreme Leader for Life.
The ads were designed to provide people with the hope of a better life. Switch through stations 1-10 and enjoy the pre-fallout years.
Also, F3 was banned in Indian presumably because the two headed cows are named "Brahmin", which is still a worthy title for the caste limited Indians.
