The world is a deeply weird place, Bill.
In my youth I can recall more than one "nekkid in public" episode, but being tied to a tree in a public park wouldn't have been on my top ten list.

For a second there, I thought that it was all about a tree hugger here in Tacky Park, Md. Then again such news would be normal practice here in the Berkley of the East.

Jeez. Life in Washington state is a hoot sometimes.
Be sure to read the comments on that story. It relates back to the 'underdressed baristas' story that was in the news a while back here in the Seattle area. So if the baristas were underdressed, how come this lady being nekkid wasn't a problem?? Maybe she was worshipping the tree or something.
